A toddler found in a cage while the father slept in a drug or alcohol "induced stupor" in the room next door in Tulsa, Oklahoma, according to police reports.
The toddler, an 18-month-old girl, was found covered in feces inside a locked dog cage inside a residence. Her older four-year-old brother was walking around naked in the yard in 40-degree weather by a neighbor who then went to knock on the door and after no one answered, she called the police.
After forcing their way inside, police discovered the toddler was covered in feces and that a 3-year-old child was asleep in another room. Their father was found asleep on a bed, "in an alcohol- or narcotics-induced stupor," Officer Leland Ashley said, according to the Associated Press.
Their mother had been at work and arrived as officers were preparing to leave the scene. She was not arrested and her name was not released, Ashley said. The suspect is 47-year-old William Todd Lewallen, according to NewsOn6.com. It is unknown whether or not she plans to bail out her children's father, who is being held on $50,000 bond.
